Joseph A. Stebbins, II

Chief Financial Officer

Joseph Stebbins is the Executive Vice President of 1532 Tulane Partners, Inc. the developer that made the successful proposal for the adaptive re-use of the former Charity Hospital building in downtown New Orleans. His developer partner in the Charity project is Mr. Yoel Shargian of New York; an established real estate developer and investor, experienced in such large scale historic projects as the Plaza Hotel on Manhattan’s Central Park.

Since 2006, Joseph has been the head of his own New Orleans real estate development firm. Initially focused on delivering urgently needed affordable housing in the wake of the levee collapses triggered by Hurricane Katrina, Joseph’s companies built 300 units throughout New Orleans, including the Warehouse District, Marigny, Treme and nearby Seventh, Eighth, and Ninth Ward locations. These were “ground up” new construction projects, including Louisiana’s largest modular construction apartment building, as well as two historic redevelopments that brought crumbling, neglected buildings back into commerce. In many of the projects Joseph has been involved, he has used his knowledge of government subsidized low income housing tax credits to help provide funding. Expanding into Baton Rouge he restored 140 affordable units. In recent years he has focused on developing solar generating projects.

Prior to developing on his own account, Joseph served on the senior staff of both the Modernization and the Development Departments of the Housing Authority of New Orleans, as Staff Architect, Senior Project Manager, and Director of Modernization. While Director, he handled the installation of new underground utilities at the Iberville, Lafitte and St. Bernard Developments and oversaw the design and construction of the Fischer Elderly facility (100 units) and new, insulated concrete form construction of 16 units at Hendee Homes. In this regard, Joseph’s tenure at the New Orleans Department of Safety and Permits and his experience there as Assistant to the Director in charge of Permitting and Senior Plans Examiner served him well.

Joseph holds a Bachelor of Science Degree with honors from Georgia Institute of Technology in Atlanta, Georgia. He initially came to New Orleans for graduate work in architecture at Tulane University School of Architecture.
